Ambitious Development Projects Earmarked in Somaliland's 2021 Budget

The Government of Somaliland, through the 2021 Budget, will continue to address the country’s most pressing development needs in order to catalyze growth while adhering to the National Development Plan II and the 2030 Vision.

The purpose of this project handbook is to clearly layout the major government spending pertaining to development projects, expenditure on vehicles and Office equipment (i.e. in particular spending that will require requisition submissions to the Tender Board). The document is intended to ensure efficient and effective management of public resources and adherence to budget plans.

2021 Budget (excluding donor funds and local government budgets) stands at SLSh2.101 trillion, with 13% or SLSh272.7 billion of it allocated to the government’s development and capital spending priorities.

As shown in figure 1, about 60% of this amount or SLSh163.7 billion is allocated to the development projects (excluding construction of buildings and roads). The remaining amount is allocated to the constructions of Roads, Buildings & Bridges (25%), the procurement of vehicles (9%) and equipment (6%).
At the sector level as shown in figure 1(right), the Governance, Infrastructure, Economic and Education sectors have received 64% of the SLSh272.7 billion budget allocated for development projects and Capital spending.

Some of the development projects including buildings, roads and bridges are:

  • Expansion of Gabiley University
  • Prison buildings in Boroma, Salahlay and Berbera
  • Construction of training center for Immigration Officers
  • Expansion of the National Auditor General’s office
  • Fencing airports in Boroma and Burco
  • Building of Mining laboratory
  • Exploration of fuel and Minerals
  • Construction of a Public Convention Center
  • Completion of stadiums in Hargeisa (lighting), Oodweyne, Ceerigabo, Baligubadle and Caynabo
  • Construction of an Industrial Zone
  • Completion of Dams in Bohol Qawlo in Gabiley, in Riiga in Farawayne, in Mohamed Daud, Gumburaha and Qooldhuxule
Project 1: Building for Ministry of Trade, Industry and Tourism (MoTIT)

The government of Somaliland has budgeted SLSh.400 million for the construction of additional office buildings at the Ministry of Trade, Industry and Tourism. This investment aims to further strengthen the MoTIT’s capacity to provide services to Somaliland’s businesses and enterprises. With the one-stop-shop housed at the MoTIT, the need to reduce congestion is necessary to ensure that the objective of the one-stop-shop is achieved (i.e. reducing the cost of set-up a business).

project 1: animal breeding and fodder testing project

The animal breeding and fodder testing project is a government long-term (on-going) project being implemented in Wajale to help improve livestock breeding and fodder production. The government has budgeted SLSh2.3 billion in 2021 for the continuation of this project. It aims strengthening the livestock sector by promoting livestock breeding using modern methods to increase milk and meat output, increasing livestock fodder production, and enhancing knowledge on the sector through research and skill development.

project 3 Livestock vaccination project

The Livestock vaccination project is another long-term (on-going) government project to help ensure livestock and livestock related foods are healthy. The project treats livestock animals for various ailments on an annual basis and improves the quality of the livestock and livestock related products

Project 4 Strengthening Marine Equipment

Fisheries in Somaliland contribute to the livelihood of many people, create employment opportunities and account for a lot of the country’s foreign exchange earnings. In 2021, the government has budgeted 500 million SLSh to strengthen marine equipment. This investment falls under the government’s broader objective of making Somaliland a major player in the fishing industry. It aims to increase output efficiently to meet demand from Somalilanders and other countries, and increase earnings and employment opportunities.

Project 5 Agricultural Data Collection

The Government has allocated 500 million SLSh from the 2021 Budget to the Ministry of Agricultural Development for the Agricultural data collection Project. This is a long-term project (on-going). The Agricultural Data Collection Project provides important basic information related to the structure and operation of agricultural lands and their use. Survey samples will be collected using short questionnaires for each household in selected enrollment areas (EAs) across the country. The aim of this project is to build the ministry’s knowledge base on Somaliland’s agricultural sector in order to be able to efficiently and effectively address identified challenges and issues. In particular, it will help provide information on: the products cultivated and the number of farmers in each region, the number of commercial and non-commercial farms, identify and subsequently address the challenges faced by farmers, and how this sector contributes to the jobs creation in the nation.
