President Bihi: “No More Amnesty for Repented Unionists``

Leniency towards Somaliland political mercenaries involved in the political apparatus of Somalia and the easy passage for anyone thinking of crossing the Southern border has come to an end with the latest directive issued by the Somaliland President. This step should have been taken earlier since the law dealing with the consequences of such endeavors had been in place for some time now.

This bold measure by the Somaliland President would definitely tighten the noose on and expose the hypocrisy of the international partners of Somalia who have been pursuing for 30 years a double standard policy that would never work. It is absurd when such governments are advocating “one man one vote” for Somalia’s elections and at the same token satisfied with the idea of “ representation of Somaliland without constituencies”

The President of the Republic of Somaliland – HE Muse Bihi Abdi – has issued a Presidential Decree No. TR.16/122021

“Banning Participation in Somali Political Establishment”

Considering:

Resolution of both Houses – the Guurti and the House of Representatives) referred as JSL/GB/OI/10/2003 dated on 11 Oct 2003, aiming at banning political participation in Somalia;

Mindful of:

The Presidential Decree No: 213/2003 dated on 29 Oct 2003 publicizing the joint resolution of the two Houses of the Parliament (Guurti and House of Representatives)

Conscious of:

The constitutional duty of every citizen is to strengthen the unity of the nation, protect the existence of the state and defend the country and the religion in accordance with the law, as stipulated in Article 34 of the Constitution of the Republic of Somaliland;

Convinced:

That it is a crime of national treason against the sovereignty and independence of the Republic of Somaliland to participate in the political activities of Somalia banned by the resolution of the Parliament of the Republic of Somaliland;

I have issued:

  1. Every citizen of the Republic of Somaliland – whether a government official, a member of civil society, an association, a party, a scholar, a traditional leader, a literary figure, or a member of other segments of society – who engages in Somali politics prohibited by the resolution of both Houses of the Somaliland Republic Parliament will be charged with treason, according to Articles 1 and 2 of the resolution.
  2. Only the Government can attend the meetings between Somaliland and Somalia that are regarded to be in the national interest and do not violate the existence of the Republic of Somaliland’s Sovereignty and Constitution, as determined by the two Houses’ Resolution No. GB/G/01/02/2012 dated on 05 Feb 2012.
  3. Anyone who engages in any political action in Somalia after the two Houses of the Republic of Somaliland’s Parliament enact a resolution prohibiting such activity will not be pardoned unless they are first brought before a court of law and convicted.
  4. The security agencies in the nation must enforce the two Houses’ resolutions and prosecute anyone found guilty of “engaging in Somali politics” to reinforce the Republic of Somaliland’s sovereignty and independence.
